Job Description
General Functions
This position performs advanced professional and administrative duties in the review, analysis, formulation and enforcement of formal written contractual agreements for the County¿s professional service, goods & services, and construction projects.
Work is performed using independent judgment under limited supervision of the assigned supervisor and is reviewed through meetings, conferences, reports and results achieved.
Representative Duties/Assignments
Duties may vary based on area of assignment.
¿ Responsible for the supervision of Contract Administrators and Engineering Inspectors, as assigned, for daily assignments, training, and handling of personnel issues (i.e. corrective actions, performance reviews, timecard review).
¿ Directly manage contracts (right of way mowing, landscape maintenance, secondary canal maintenance, and others as assigned) inclusive of delivery order requests, invoice approvals, change order requests.
¿ Formulates standard contract terms and conditions.
¿ Develop specifications, terms, and conditions for construction projects. Evaluate construction bids and proposals to determine the most responsive and responsible submittal. Make sure contracts are in place (re-bids and renewals are timely done)
¿ Reviews, provides comments for, and approves bid request packages to include specifications, funding data and other technical information to ensure that requirements are clear and contractually feasible for services requested.
¿ Schedules and participates in pre-bid/proposal conferences, meetings.
¿ Assists with resolving conflicts with contractors.
¿ Serves as division representative in meetings with consultants, contractors, vendors.
¿ Develops and maintains procedures and database for contract administration, monitoring, and tracking of construction contracts, cost trends and performance measures.
¿ Respond to citizen¿s complaints regarding outsourced services, including field investigations, phone calls, interaction with citizens, and written responses.
¿ Participate in emergency preparedness, response, and recovery efforts for adverse weather situations, as assigned.
¿ Performs other related duties as assigned.
Minimum Qualifications
Bachelor¿s degree from an accredited institution in Business Administration, Public Administration, Administration, Management or closely related field, and three years of experience reviewing, preparing and/or monitoring contracts; or an equivalent combination of education or experience.
Based on area of assignment, may be required to possess and maintain a valid State of Florida Driver's License by date of hire.
Preferences
- Work experience in fiscal administration, roadway maintenance operations, and technical training.
- Excellent verbal and written communication skills
- Excellent organization skills
- Knowledge of contract scope preparation, FDOT roadway specifications, management of staff, cost estimates, and budget preparation and tracking.
- Working knowledge of Microsoft Office (Word, Excel, and Power Point), and proficiency in computer usage and databases.
