Orange County Environmental Protection Division (EPD) is seeking a motivated individual to lead our Pollution Prevention and Control (P2C) Program as an Environmental Program Supervisor. This position is critical for providing leadership and guidance for the P2C Program, a team of nine professionals, ensuring the requirements of the Small Quantity Generator Program are met, and that the complaint service expectations of our citizens are met.
The P2C Program performs compliance inspections at hazardous waste generator facilities under the state required Small Quantity Generator (SQG) Program and air general permitted dry-cleaners. The Program also functions as the Division's first responders to all environmental related complaints and discharges, and also administers all aspects of compliance and enforcement for the Noise Control ordinance. Work is advanced technical, administrative and supervisory tasks in support of an environmental management program, requiring extensive knowledge of County, state, and federal environmental regulations. Work is characterized by independence and responsibility to exercise initiative, and carry all assignments through to completion
Job Description
Representative Duties/Assignments
- Manage all aspects of the County's state-mandated SQG Program
- Provide oversight of pollution control efforts such as environmental complaint investigations, solid and hazardous waste facility compliance inspections, multi-media and multi-jurisdictional inspections, and noise investigations and measurement.
- Manage the Pollution Prevention Program.
- Perform supervision and technical leadership of personnel.
- Facilitate training.
- Set program goals and assign tasks to staff.
- Review and write regulatory content.
- Review of staff work products for technical completeness.
- Review environmental documents, provide regulatory oversight.
- Attend public meetings, make presentations, and provide public assistance.
- Organize and execute community events
- Train new staff in proper procedures and techniques.
- Perform other related duties as assigned.
Minimum Qualifications
A Bachelors Degree including major course work in Environmental or Civil Engineering, the natural sciences, or a related field and five years of progressively responsible environmental experience. A Masters degree in a related field may substitute for two years of experience.
Must be able to perform job related tasks, which would include but not be limited to: climbing, walking over uneven ground, lifting up to 50 pounds, exposure to dust and fumes, and occasional exposure to adverse weather.
Preferences
- Chemistry background and/or completed college chemistry course.
- Strong computer skills such as experience utilizing a VPN or remote workstation, wireless devices, web-based software/program, OCULUS, Microsoft Office programs, GIS.
- Strong technical report writing, problem solving and investigative skills.
- Knowledge/experience with a broad range of environmental regulations such as solid & hazardous waste, stormwater, air, wetlands, and permitting.
- 24 or 40-Hour HAZWOPER Certification, Certified Hazardous Materials Manager (CHMM), Code Enforcement Level I.
- Experience in FDEP field and waste sampling standard operating procedures.
- Bilingual Spanish/English.
