Job Description

General Functions

This position is responsible for supervisory and technical work with administrative responsibility in maintenance, construction, asphalt, drainage retrofits, heavy equipment and management of various public works projects. Responsible for coordination of all aspects of operation including overseeing budget, team performance, safety, equipment issues, employee issues, employee training, and authorization of equipment and supplies.

Exercises considerably independent judgment and initiative in carrying out daily operational assignments. Work is performed under the supervision of the division's Project Manager who reviews the work for achievement of desired objectives through conferences, inspections and reports.

Note: Position may be responsible for overseeing the Paving Section and/or the Heavy Equipment Section, based on Division's operational needs and candidate's proficiency.

Representative Duties/Assignments

  • Responsible for reviewing work orders, prioritizing work and deploying appropriately to in-house and/or contractual services.
  • Responsible for managing supplies, equipment and manpower to ensure timely completion of projects.
  • Provides detailed cost comparison to Management to make cost effective decisions.
  • Oversees the budget and its effective tracking.
  • Performs continuous field inspections on major projects. Inspects compliance with approved permits, plans, FDOT roadway construction standards, and contract specifications.
  • Reviews, evaluates and implements plans for emergency management in assigned section(s). Participate in emergency operations, including preparation, response and recovery due to adverse weather events
  • Maintains project related records and is responsible for providing status reports.
  • Coordinates community activities, correspondences with Commissioners and citizens as per project requirements.

Maintains records for all employees including payroll, overtime, scheduling etc.

  • Responsible for counseling, discipline and training of the employees.
  • Manages performance evaluation of the employees.
  • Attends regular management meetings and special committee meetings
  • Performs other related duties as assigned.

Representative Duties - Paving Section

¿ General Representative Duties listed above.

¿ Performs paving project estimates. Evaluates, reviews, plans, coordinates, and inspects paving projects as required in a timely manner.

¿ Attend projects¿ pre-construction meetings and walk-through inspections to ensure compliance and fulfillment of paving/construction standards.

¿ Evaluates the in-house performance to assess and make recommendations to meet production requirements and achieve cost effectiveness on a routine basis.

¿ Coordinates timely evaluation and response to citizen's inquiries for paving related projects.

¿ Communicates with various County agencies and Utility Companies to address utility conflicts for successful project execution.

Representative Duties - Heavy Equipment Section

¿ General Representative Duties listed above.

¿ Prepares cost estimates, reviews, plans, and coordinates projects in a timely manner. Projects may include removal of sediments and vegetative growth from roadside ditches and secondary canals, excavation and profiling of slopes and banks of drainage canals, retrofit and rehabilitate secondary drainage canals, debris removal, transportation of large equipment to and from job sites, and assistance to other sections on special projects as needed.

¿ Develop equipment purchase list for budget planning, track actual expenditures by fiscal year, and prepare presentations and participate in Vehicle Requirement Utilization Committee to review equipment replacement needs for the Division.

¿ Research new equipment, assess equipment needs, coordinate equipment demo's, and meet with various vendors for future trades, purchases, and quotes.

¿ Liaise with Fleet Management to help address equipment maintenance issues, equipment delivery, repairs, warranty issues, recalls, and emergencies.

¿ Manage and supervise the equipment training program for the department.

¿ Communicates with various County agencies and Utility Companies to address utility conflicts for successful project execution.

Minimum Qualifications

  • High School graduation or equivalent and six years experience in construction and maintenance of roads and/or primary water drainage systems, to include two years of supervisory experience.
  • A college degree from an accredited institution in Civil Engineering, Construction Administration, or a closely related field may be substituted on a year-for-year basis for the required construction, road maintenance or water drainage system experience.

Preferences

¿ Advance Maintenance of Traffic (FDOT-MOT) Certification is preferred.

¿ Working knowledge of Microsoft Office Suite (WORD, EXCEL, POWERPOINT, OUTLOOK, etc.)

¿ Knowledge of Florida Department of Transportation (FDOT) specifications

¿ Ability to perform field reconnaissance to resolve issues

¿ Knowledge of asphalt and road construction

¿ Technical knowledge of heavy equipment typically used in the Public Works setting for roadway and drainage maintenance activities, including purchasing, operations, and maintenance.

¿ Ability to effectively communicate both orally and in writing

Salary Information

Pay Grade: 020 - From $36.38 to $47.30
